You can build rain collectors around your base for storing large quantities of water, either they'll collect rain on their own that'll you'll have to purify as they are a tainted water source or you can manually fill them with your own water from other containers. Use the pickup menu and select the tile under the water dispenser, click and wait for the green bar to fill up, and carry the water dispenser to your base. The water dispenser is quite heavy so a car is recommended.

I think water dispensers are treated as hooked up to the water grid.
